Nue and Chimi share the incredibly rare surname "Houjuu" (封獣). While fans have noted they share the trait of being "unidentifiable" (正体不明), I believe there is a direct, mechanical link between them that goes beyond just being ancient, pre-youkai anomalies.

"Houjuu" is not a traditional family bloodline. Instead, it is a classification or title for beings spawned from the "Seeds of the Unknown" (正体不明の種) that Nue scattered across Gensokyo during the events of Touhou 12.

Going by the profiles and legends, Nue is actually the younger of the two by quite a bit.
Chimi is stated to be "older than the modern day idea of Youkai", which places her as one of the oldest characters in the franchise. Heck her species is outright one that predates Youkai in general.
If that isn't enough, she's also older than a mountain.
Nue, meanwhile, is from the Heian period, well after many stories of Youkai that have survived to the modern day, and definitely a lot younger.
Chimi's just been living the mountain bum life all this time.
